Well, yes, the mayor cities will get bombed, but it depends from what perspective you look at it. If you manage to become a mayor city in your country one day, you'll be bombed as well. (Probably by the ones you've bombed)

The good thing about nukes is that it'll allow the creation of clans, factions, allies and enemies. Adds a bit more interactivity.
